Housing Assistance and Support Services

The following is a list of local and regional agencies and service providers who provide information, guidance, and housing assistance to Newark residents. In particular, the focus is on affordable housing and providing opportunities to make Newark housing more affordable.

Alameda County 2-1-1

Call 2-1-1 or visit 211alamedacounty.org. 2-1-1 is a free, non-emergency, confidential service that provides easy access to housing information and critical health and human services. Use 2-1-1 as your first stop to access county-wide resources.

2-1-1 operates 24 hours a day, 7 days a week with multi-lingual capabilities. You may also send a text to 898211 Monday through Friday 9:00am - 4:00pm.

Alameda County Housing Portal

This portal provides a central location for high quality affordable housing rentals and information, county-wide. Support for multiple languages is available.

Alameda County Housing Authority

The Housing Authority of the County of Alameda (HACA) operates a number of programs funded by the U.S. Department of Housing and Urban Development (HUD) that provide rental housing or rental assistance for low-income families, the elderly, people with disabilities, and others, in much of Alameda County.

EBHO mobilizes the power and wisdom of our members to produce, preserve, and protect affordable housing opportunities for low-income communities in the East Bay.

ECHO Housing

ECHO Housing provides fair housing services and tenant/landlord counseling and mediation to Newark residents. Renters who believe they have been discriminated against or who need assistance for a dispute with their landlord can contact ECHO at (510) 581-9380.

Fremont Family Resource Center

The Fremont FRC is a welcoming place where families and individuals are nurtured, encouraged, and provided quality services to build on their own strengths to help themselves and others.  Fremont FRC serves the entire Newark community, as well as Union City and Fremont.

Fremont FRC houses over 20 State, County, City and non-profit agencies that provide a variety of integrated services. A list of service providers and their operational status can be found here.

Family Support Services

The Family Support Services program offers support to families facing stressful or challenging life situations. A professional social worker or counselor can assist you in getting through difficult life situations. Services are available to Newark residents and free to those with qualifying incomes.

A Family Support Coordinator will work with you and your family to develop an action plan based on your goals.  You will receive information about options, tools, and access to resources needed to resolve or stabilize the situation.

Homeowner and Homebuyers Assistance Programs

As a implementation measure of the 2023-2031 Housing Element, the City of Newark is in the process of developing a local Homebuyers Assistance Program which intends to be able to be used in conjunction with AC Boost. For more information about this process, see the Current Efforts page.

AC Boost Down Payment Program

Are you ready to buy your first home? Alameda County can give your down payment a BOOST!

AC Boost provides financial assistance to middle-income working households to purchase a home in Alameda County. The program offers shared appreciation loans to first-time homebuyers who live in, work in, or have been displaced from Alameda County.

The first round of down payment funding has been completed and the program is not accepting applications at this time. However, you can subscribe to a mailing list to be informed when the next round of funding becomes available.

AC Boost is funded by Alameda County Measure A1 and administered by nonprofit organization Hello Housing.

Alameda County Healthy Homes

Alameda County has programs and funding opportunities to promote healthy and safe homes. Grants are available for minor home repairs, including the removal of lead hazards. These programs are available to qualified Newark households. Please visit the Healthy Homes Department for more information, which is available in multiple languages.

Urban County Emergency Mortgage Assistance Program

The Alameda County Urban County Emergency Mortgage Assistance Program ("EMAP") is intended to provide financial relief for lower income homeowners living in the Urban County jurisdictions who have experienced a loss of income resulting from the COVID-19 pandemic. The EMAP is offering one-time grants of up to $30,000 to help homeowners pay for home-related delinquencies, offered in connection with legal services.

Renew Alameda County

Renew Alameda County helps homeowners make renovations necessary to stay, grow, and thrive in their homes. Renew AC can make your home improvement plans come to life—without breaking the bank. Renew AC provides 1% interest loans from $15,000 to $150,000 to qualified homeowners. Simple interest is accrued annually, with total interest never to exceed 50% of amount borrowed, and payments are deferred until the home is sold.

Renew AC is administered by Alameda County with funding provided by the Measure A1 Housing Bond. The program is operated by Habitat for Humanity East Bay/Silicon Valley. All Renew AC inquiries will be handled directly by Habitat staff.
